1. FURTHER RESOLVED: That the City Council directs the City Administrator  
to provide written reports to the Life Enrichment Committee every six (6)  
months regarding all programs receiving funding from the funding sources  
accepted or appropriated through this Resolution, including current or future  
allocations of such funding sources, including but not limited to Homeless  
Housing, Assistance, and Prevention (HHAP) funds, Oakland PATH Rehousing  
Initiative (OPRI) funds, and County Winter Relief funds. The first report shall be  
due no later than six months after execution of the associated agreements.Each  
report shall include program-level performance metrics for each provider and  
program receiving funding from these sources, including:  
1. Total contract funding amount  
2. Number of individuals served  
3. Percentage of clients served who identify as Black or African American  
4. Number and percentage of participants exiting to permanent housing  
5. Housing retention outcomes at six (6) and twelve (12) months  
6. Average length of stay  
7. Program capacity and average occupancy or utilization rates  
8. Program-level exit-to-permanent-housing outcomes for Black/African  
American clients  
9. Any new or enhanced performance metrics and/or benchmarks established  
by the City Administrator, which shall be informed by historical performance  
and data from peer jurisdictions.  
10.Performance comparison table summarizing program-level metrics and/or  
benchmarks.  
2. FURTHER RESOLVED: That if a program funded through these sources fails  
to meet benchmarks established by the City Administrator, the City  
Administrator shall implement appropriate remedies, which may include  
default notices, corrective action measures, performance improvement plans,  
technical assistance, non-renewal, or termination, and over shall include  
discussion of such measures in the next required 6-month report to Life  
Enrichment Committee.  
3. FURTHER RESOLVED: That the City Administrator shall incorporate the  
program-level performance metrics and benchmarks reported pursuant to this  
Resolution into future funding recommendations for homelessness programs  
supported by these funding sources, including contract renewals, extensions, or  
new funding allocations, and shall provide to the City Council a summary of  
how program performance informed such funding recommendations
