SUMA11ARY
The purpose of this report is to provide the City Council with background information on the
Alameda County Oil Spill Contingency Plan, and request that the City Council approve the
report and resolution authorizing the City Manager or his designee to execute Contract
P0275028, with the State of California Department of Fish and Game (DFG) Office of Oil Spill
Prevention and Response (OSPR). The OSPR grant helps facilitate a rapid response during an
oil spill environmental emergency to protect homes, land, fire, wildlife, air and water resources.
The DFG awards an annual grant to the City of Oakland for the purpose of updating the local
contingency plan. Approximately 30% of each grant award is utilized to cover the costs of the
scope of services that will be performed by Office of Emergency Services staff.
The remaining 70% of the grant award is distributed among Alameda County's six other
participants (cities of Newark, Berkeley, San Leandro, Alameda and Union City, and the Port of
Oakland) for their staff time, resulting in approximately 11.6% of the grant award per
