Title: A report and recommendation from the Director, Public Works Agency, regarding a proposed resolution authorizing the City Manager or his designee to: (1) reject Ray's Electric's bid for the yearly "On Call Service Contract" for substructure work, and (2) re-bid and award the contract to the lowest responsible bidder for an amount not to exceed one hundred twenty-five thousand dollars ($125,000) per year, without return to Council, provided that if the bids received are not responsive or are excessive, the City Manager, or his designee, may (3) reject all bids and informally re-bid or negotiate and award the contract, without return to Council, and (4) extend the term of the contract for two additional one-year terms for the same contract amount, without return to Council
