Subject: Transformative Climate Communities Round 6 Funds

Recommendation: Adopt A Resolution (1) Authorizing The City Administrator To Apply For Transformative Climate Communities Program Implementation (TCC) Grants As A Co-Applicant For Up To An Amount Of Fifty-Five Million Dollars ($55,000,000.00) To Implement Two TCC Implementation Projects, Administered By The California Strategic Growth Council (SGC) Through The Governor’s Office Of Land Use And Climate Innovation, For Projects In Two Separately-Defined Frontline Communities In West And East Oakland; And
(2) Accepting And Appropriating TCC Grant Funds (A) From SGC In An Amount Not To Exceed Twenty-Seven Million, Five Hundred Thousand Dollars ($27,500,000) To Implement The West Oakland TCC Project (WOTCC) And (B) Through A Subgrant From The Black Cultural Zone (BCZ) Up To Two Hundred Seventy Thousand Dollars ($270,000) For Staff Time To Support The Oasis Ecosystem: Life To Legacy Climate Prosperity Zone Project East Oakland TCC (EOTCC) Project; And
(3) Authorizing The City Administrator To (A) Hire A Project Manager I Funded Entirely Through The WOTCC Grant, If Awarded; And (B) Commit A Maximum Of 20 Hours Of City Staff Time Per Month To Advise Project Co-Lead BCZ In Implementation Of The EOTCC Grant, If Awarded
