Recommendation: Adopt The Following Pieces Of Legislation:
1) An Ordinance Amending Ordinance No. 12502 C.M.S. To (1) Clarify The General Purpose Fund (GPF) Reserve Requirements; (2) Consolidate All Municipal Capital Projects In The Capital Improvements Reserve Fund; (3) Require A Mayoral Declaration Of Fiscal Emergency And Approval By Council Before The GPF Reserve Can Be Drawn Down; (4) Require That Real Property Transfer Tax Revenues In Excess Of $40 Million Be Deposited In The GPF Reserve And The Capital Improvements Reserve Fund; (5) Require That One-Time Revenues Be Used To Repay Negative Fund Balances And Fund Capital Improvement Projects; And (6) Provide Criteria For Project Carryforwards And Encumbrances In The GPF; And
