SUMMARY
 
A resolution has been prepared approving the installation of stop signs on Laguna Avenue at
Alida Street, resulting in partial stop, and on Sterling Drive at Columbian Drive, resulting in
partial stop.  The stop signs were requested by concerned citizens.  Section 10. 12.1 1 0 of the
Oakland Municipal Code allows, by resolution, the installation of stop signs based on
engineering practice.
 
The proposed stop signs are consistent with the following City Council budget priority:
 
Clean and Livable Communities: To create clean and livable neighborhoods by combating
blight, litter and illegal dumping through strategies that build pride in our city.  To support the
development of open space and pedestrian-friendly city.
 
 
FISCAL IMPACTS

The cost to install the stop signs and related pavement markings on Laguna Avenue and Sterling
Drive is estimated to be approximately $1,400.00. Funds are available in the Public Works
Agency's operating budget.
 
Funding ter these improvements is available in the State Gas Tax Fund (2230); Transportation
Services/Traffic Maintenance Organization (30247); and Miscellaneous Building Supplies
Account (52519).

BACKGROUND

The Transportation Services Division frequently conducts traffic studies at citizens' requests to
improve traffic and pedestrian safety.  The requests for stop signs at the subject intersections
were evaluated and resolved in the following manner:
 
• Laguna Avenue at Alida Street: Based on the standard traffic engineering practice of
installing a stop sip on the minor approaches of a four-way intersection, the request was
approved.
 
• Sterlina Drive at Columbian Drive: This is a three-way ("T") intersection. It is currently
uncontrolled on all approaches.  The stop sign on the Sterling Drive approach was approved
based on the standard traffic engineering practice of installing a stop sign on the minor
approach of a "T" intersection.
 
 
KEY ISSUES AND IMPACTS
 
Stop Sign
 
Stop signs, when appropriately used, can improve safety by clarifying right-of-way and reducing
certain types of accidents at intersections.  The proposed stop signs will improve safety and
operations at the subject intersections.  They are all justified by traffic engineering standards that
call for the installation of a stop sign on the minor approach(s) of an intersection and the
installation of all-way stop signs at intersections where certain accidents may be prevented.
 
 
SUSTAINABLE OPPORTUNITIES
 
Economic: There is no direct economic impact from these improvements.
 
Environmental: The proposed stop signs will increase air and noise pollution and fuel
consumption at the subject intersections.  However, the advantage of improved traffic and
pedestrian safety outweighs the disadvantages in this case.
 
Social Equity: The proposed stop signs will have no significant impact on social equity.
 
 
DISABILITY AND SENIOR CITIZEN ACCESS
 
The proposed stop signs will enhance the safety for disabled and senior citizens crossing Laguna
Avenue at Alida Street and Sterling Drive at Columbian Drive.

RECOMNIENDATION AND RATIONALE
 
Based on the facts stated in this report, staff recommends approval of the resolution for the
installation of stop signs on Laguna Avenue at Alida Street and Sterling Drive at Columbian
Drive.
 
 
ACTION REQUESTED OF THE CITY COUNCIL
 
Staff recommends that the City Council approve the resolution.

VaIEREAS, Oakland Municipal Code Section 10. 12.1 10 allows, by resolution, the
installation of stop signs based on engineering practice; and
 
WBEREAS, traffic investigations conducted in response to requests from citizens
indicate that the installation of stop sign(s) on Laguna Avenue at Alida.  Street and Sterling
Drive at Columbian Drive will enhance traffic and pedestrian safety; now, therefore be it .
 
RESOLVED: That the installation of stop signs on Laguna Avenue at Alida Street and
Sterling Drive at Columbian Drive are hereby approved.
