	The Oakland City Council Rules and Legislation Committee convened at 10:37 a.m.,  with President De La Fuente presiding as Chairperson.

	A LACK OF A QUORUM WAS NOTED.  THE DECISION WAS MADE TO PROCEED,  REVIEW THE ITEMS, AND TO TAKE AN ACTION WHEN A QUORUM IS DECLARED.

	Roll Call /  Call to Order

	The Roll Call was modified to note Councilmember Reid and Vice Mayor Chang present  at 10:40 a.m.

	The City Attorney announced that the March 2, 2004 City Council Closed Session  meeting was cancelled due to the Statewide Primary Election.

	A motion was made by Member Wan, seconded by Member Chang, to *Approve  the Minutes. The motion carried by the following vote:
