Recommendation: Adopt A Resolution (1) Accepting, Appropriating, And Authorizing
Agreements For: A. Up To $23,029,455.86 From The State Of California In Homeless,
Housing, Assistance, And Prevention (HHAP) Round 6 Funds; B. Up To $441,350 From
The County Of Alameda In Winter Relief Funds Through May 31, 2028; C. Up To
$4,209,693 From Oakland Housing Authority (OHA) For The Oakland Path Rehousing
Initiative (OPRI) Program; And
(2) Awarding Grant Agreements And Professional Services Agreements To The
Homeless Service Providers Identified In Tables 1 And 2, For The Terms And Amounts
Identified, Using HHAP, County, And Local General Purpose And/Or Measure Q Funding;
And
(3) Accepting And Appropriating Additional Grant Funds From The Above Funding
Sources Through Fiscal Year 2026-2027, And Authorizing The City Administrator To
Increase The Agreements Identified And Move Funding Identified In Table 1 And Table 2
Using Such Funding And/Or Additional Funding That The City Council Has Appropriated
For The Programs During The Terms Of Such Agreements

Amendments Made To The Legislation:
Adding 3 Further Resolved Clauses:
1. FURTHER RESOLVED: That the City Council directs the City Administrator to
provide written reports to the Life Enrichment Committee every six (6) months
regarding all programs receiving funding from the funding sources accepted or
appropriated through this Resolution, including current or future allocations of
such funding sources, including but not limited to Homeless Housing, Assistance,
and Prevention (HHAP) funds, Oakland PATH Rehousing Initiative (OPRI) funds, and
County Winter Relief funds. The first report shall be due no later than six months
after execution of the associated agreements.Each report shall include
program-level performance metrics for each provider and program receiving
funding from these sources, including:
1. Total contract funding amount
2. Number of individuals served
3. Percentage of clients served who identify as Black or African American
4. Number and percentage of participants exiting to permanent housing
5. Housing retention outcomes at six (6) and twelve (12) months
6. Average length of stay
