Recommendation: Measure Y: Approve prevention program recommendations including |
evaluation and administration recommendation and adopt an Ordinance establishing the terms and |
procedures of the Violence Prevention and Public Safety Oversight Committee (05-0159) |

Nadel, that this matter be *Approve as Amended the Recommendation of |
Staff, and Forward to the Concurrent Meeting of the Oakland |
Redevelopment Agency / City Council, due back on June 7, 2005 as a Non- |
consent item. The motion carried by the following vote: |

The Committee moved seconded and carried a motion to accept staff |
recommendations with the following amendments: |
1) Allocate the entire $1,100,000 with a Request for Proposals (RFP) whereby |
community-based nonprofit and government agencies can apply |
2) Set-aside $225,000 to help sexually exploited minors |
3) Use $200,000 for the Neighborhood Services Program to employ two |
Neighborhood Service Coordinators to run the Neighborhood Improvement |
Initiative in the West and East areas of Oakland. |
4) Apply the $365,000 currently proposed for sheltered employment for the |
following: |
a) allocate $182,500 for transitional employment for young adults on |
probation or parole using a crew-based model. Staff is requested |
to find an additional 25% in funds for the program. The program |
shall be applied for through a (RFP) issued by the Workforce |
Investment Board to non-government agencies and staff is to |
prepare a Supplemental Report including a list of the |
organizations that can administer the program and include the |
rate of pay to the employees. |
b) allocate $182,500 to provide recreation programs for the most at-risk |
youth under the age of 18 and allocate the funds with a (RFP); the City |
of Oakland can apply to administer the recreation program, none of |
jobs provided may be government jobs. |
5) Clarify that Measure Y funds are based on actual not budgeted revenues |
and at the end of each Fiscal Year; the City Administrator will carry-over any |
remaining funds to the next year. |
6) Transfer the proposed Data/Evaluation position to the Office of the City |
Administrator and this position is to provide administrative support to the |
Oversight Committee. |
In section 1 (b): committee shall work with other boards, commissions, and |
City staff to encourage coordination of City funds. |
In section 2 (a): require that Committee Members be Oakland residents or |
employed in Oakland and delete the statement, "It would be useful for members |
to have one or more of the following areas of expertise..." |
In section 2 (c): clarify that the second year of each two-year term for |
Oversight Committee Members shall be considered as a "hold-over" status |
during which the appointer can maintain the appointee, re-appoint the |
appointee, or change the appointee and |
In section 5: change the "City Administrator" to "Mayor". |
