Subject: Ordinance Amending Ordinance Number 12504 C.M.S. (Master Fee Schedule),
as Amended, to Establish, Modify, and Delete Fees Assessed by Selected Offices,
Departments, and Agencies of the City of Oakland

Summary

The attached ordinance amends Ordinance Number 12504 C.M.S. (Master Fee Schedule-WS),
to establish, modify and delete fees assessed by the Office of the City Clerk, Police Services
Agency, and the Public Works Agency. Changes to fees are required to offset increases in costs
related to the provision of services for which fees are charged. A public hearing has been
scheduled to review the proposed fee changes. The meeting will take place at the time of the first
reading of the proposed ordinance by the Council, on July 15, 2003.

Fiscal Impact

The revenue increases from the proposed changes in fees are estimated at $107,700 (including
$2,700 within the General Purpose Fund), and will offset increases in costs to provide services
for which the increased fees are charged, with no net -gain. Both revenue and cost increases have
already been included in the FY 2003-05 Budget.

Discussion

The following modifications are proposed to the Master Fee Schedule:

The Office of the Citv Clerk is proposing deletions and new fees for City Council
