as Amended, to Establish, Modify, and Delete Fees Assessed by Selected Offices,
Departments, and Agencies of the City of Oakland
 
Summary
 
The attached ordinance amends Ordinance Number 12504 C.M.S. (Master Fee Schedule-WS),
to establish, modify and delete fees assessed by the Office of the City Clerk, Police Services
Agency, and the Public Works Agency.  Changes to fees are required to offset increases in costs
related to the provision of services for which fees are charged.  A public hearing has been
scheduled to review the proposed fee changes.  The meeting will take place at the time of the first
reading of the proposed ordinance by the Council, on July 15, 2003.
 
Fiscal Impact
 
The revenue increases from the proposed changes in fees are estimated at $107,700 (including
$2,700 within the General Purpose Fund), and will offset increases in costs to provide services
for which the increased fees are charged, with no net -gain.  Both revenue and cost increases have
already been included in the FY 2003-05 Budget.
 
Discussion
 
The following modifications are proposed to the Master Fee Schedule:
 
1. City Clerk
 
The Office of the Citv Clerk is proposing deletions and new fees for City Council
agenda and related documents.  The Office anticipates an increase in revenues of
approximately $700 for the General Purpose Fund (fund 1010), which has been
included in the FY 2003-05 Buduct.
 
i. The following items would be deleted: Codified Oakland City Charter
(Supplemental Update Package); Duplication of any documents (routinely
produced in multiple copies), 20 pages or less (no charge); Duplication of any
documents (not routinely produced), $0.05 per page; Election History Book,
 
Booklet and Updates@ Oakland City Council Agenda Packet, Non-subscriber
(Supplemental and two week), 20 or fewer pages (No Charge), and $0.01 per
page.
 
fl. The following fees are added or changed: Duplication of any documents
(routinely produced), $0.05 per page (single sided), and $0.10 per page (double
sided); Filing Fees, Norr@nation papers, strike $50.00 and 11.2.02; Oakland City

commissions for Oakland based non-profits ($400 per year).
 
2. Police Services
The Police Services Agenc -v is proposing a new fee for production of an Orthographic
Map.  The map would provide an aerial photographic view of the area.  The estimated
increase in revenues of $2,000 has been included in the FY 2003-05 Budget under the
General Purpose Fund (fund 1010), and will offset increases in costs to provide the
specified services, with no net gain.
 
3. Public Works
The Public Works Agency is proposing changes to units of measurements for various
parking-related items.  The result is an increase in parking costs charged at the
Franklin Parking Plaza and Pacific Renaissance Plaza garages.  These increases make
the parking rates consistent across all high demand parking facilities in the City.  The
Agency is estimating a net increase in revenues of $105,000, which has already been
included in the FY 2003-05 Budget under the Multipurpose Reserve Fund (fund
1750).  The changes are as follows:
iii. Franklin Parking Plaza: Change unit from "Hourly Parking, First Hour" to
"Hourly Parking," delete the fee labeled "Space Per Hour, Over Three Hours'%
change unit from 11.00 per Hour" to '31.00 per Half Hour."
iv. Pacific Renaissance Plaza Garage: change unit from "Hourly Parking-, First
Hour" to "Hourly Parking"; and, from '31.00 per Hour" to '31.00 per Half
Hour."
V. Moniclair Parking Garage: change unit from "Per Sticker" to "Space/Hout"
 
Recommendation
It is recommended that the City Council accept this report and adopt the proposed ordinance
amending the Master Fee Schedule as reflected in Exhibit A. The amended fees will become
effective immediately following the City Council adoption.  A public hearing has been scheduled
to review the proposed fee changes.  The meeting will take place at the time of the first reading of
the proposed ordinance by the Council, on July 15, 2003.

AN ORDINANCE AMENDING ORDINANCE NUMBER 12504 C.M.S.
(MASTER FEE SCHEDULE), AS AMENDED, TO ESTABLISH, MODIFY AND
DELETE FEES ASSESSED BY THE OFFICE OF THE CITY CLERIC, POLICE
SERVICES AGENCY, AND THE PUBLIC WORKS AGENCY
 
 
WHEREAS, the City of Oakland periodically updates its Master Fee Schedule to account
for general cost of living increases and program changes or other costs; and
 
WHEREAS, the fee modifications and addi6ons proposed herein have been justi6ed by the
respective agencies and are identified in an "Agenda Report" dated July 15, 2003 to Robert
C. Bobb, Cit ,v Manager, entitled "An Ordinance Amending Ordinance Number 12504
C.M.S. (Master Fee Schedule), as Amended, to Establish, Modify, and Delete Fees Assessed
by selected Offices, Departments, and Agencies of the City of Oakland"; and
 
WHEREAS, die City Council finds and determines that the herein-referenced
modifications and additions are necessary to reimburse the City for the costs of performing
the various municipal and regularory ftinctions; and
 
WHEREAS, a public Hearing was held on July 15, 2003, to review the proposed fee
changes;
 
NOW THEREFORE, the Council of the City of Oakland does hereby ordain as follows:
 
Sections 1. The Master Fee Schedule as set forth in Ordinance Number 12443
C.M.S., as amended, is hereby amended to modffil and establish fees assessed by the Office
of the City Clerk, police Services Agencv, and die Public Works Agency and as set forth in
Exhibit A, attached hereto and made a part hereof.
 
Section 2. This ordinance shall be effective immediatelv upon approval by the
Council of the Citv of Oakland.

This Ordinance authorizes an amendment to Ordinance Number 12504 C.M.S. (Master
Fee Schedule), as amended, to establish, modify and delete fees assessed by the Office of
the City Clerk, Police Services Agency and the Public Works Agency.  These amended
fees would become effective immediately following the City Council adoption and would
remain in effect until further notice.  A public hearing has been scheduled to review the
proposed fee changes.  The meeting will take place at the time of the first reading of the
proposed ordinance by the Council, at 7:00 pm on July 15, 2003.
