SUMMARY
 
Mr. BaIj it Singh, fleet managger of the Yellow Cab Company, has offered to donate a used
Vehicle Lift to the Oakland Police Department (OPD) Taxi Detail.  Mr. Singh has also a.-reed to
cover the cost of installing the lift.  The lift has a vehicle weight rating of 9,000 pounds and is
adequate for all types of vehicles used by the local taxicab industry.
 
FISCAL IMPACT
 
The Bend-Pakg lift and installation expenses total approximately $3,500.  Maintenance and repair
costs of the donated lift will be absorbed by the Police Department's baseline budget.
 
BACKGROUND
 
The Taxi Detail recently moved from the old Eastmont Substation building, located at 2701 -
73,d Avenue, to a facility at 372 Eighth Avenue.  The new location did not have a mechanical
lift, making it difficult for officers to conduct undercarriage inspections of Oakland's taxicabs@
nor does the Police Department have any funds available to purchase this type of equipment.
Mr. Singh, who has over 20 years experience in Oakland's taxicab industry, has graciously
offered to donate and cover the installation costs of a Vehicle Lift at the Taxi Detail's new
facilitv.
 
KEY ISSUES AND IMPACTS
 
In addition to State of California laws governing the operation of commercial motor vehicles,
Oakland taxicabs are governed by Chapter 5.64 of the Oakland Municipal Code (OMC).  Section
5.64.005 of the OMC states, in part, that "applicants for a taxicab operating permit must
demonstrate that the vehicle meets specified safety and equipment standards (the Chief of Police
shall publish safety and equipment standards and/or reference other standards with which each
vehicle must comply).  The Chief of Police shall also cause to have conducted an inspection of
all vehicles for which pen-nits are granted prior to the issuance of an operating permit and at
regular annual intervals thereafter on a schedule to be deten-nined by the Chief of Police.  Such
inspections shall determine compliance with all applicable laws and standards." The ability to
easily inspect the undercarriage of a taxicab vehicle is a vital element of the overall safety
inspection.

The Taxi Detail performs approximately 600 taxicab vehicle inspections annually.  Traditionally
taxicabs are older model, used, high mileage vehicles.  Inspection of the vehicle's undercarriage
includes: Checking oil and other fluid systems (containers, hoses, couplings) for leaks, steering
connections, tires, suspension, and emission control systems.  These items can not be properly
evaluated unless the vehicle is elevated.
 
SUSTAINABLE OPPORTUNITIES
 
Economic - None identified.
 
Environmental - The routine inspection of vehicle exhaust systems ensures that Oakland's
taxicabs are operating at peak efficiency, thereby using less fuel and reducing the amount of
carbon monoxide and other chemical emissions released into the atmosphere.

A RESOLUTION AUTHORIZING THE CITY NLXNAGER OR HIS
DESIGNEE TO ACCEPT THE DONATIONAND INSTALLATION
OF A USED BEND-PAKOR INCORPORATED VEHICLE LIFT
VALUED AT APPROXIMATELY THREE THOUSAND FIVE
HUNDRED DOLLARS ($3,500) FROM MR.  BALJIT SINGH FOR USE
BY THE OAKLAND POLICE DEPARTMENT TAXI DETAIL TO
PERFORM TAXICAB INSPECTIONS
 
 
WHEREAS, the Vehicle Enforcement Unit Taxi Detail of the Oakland Police Department
(OPD) is the City's designated regulator of the taxicab industry in the City of Oak-land; and
 
WHEREAS, members of the Taxi Detail inspect 600 taxicabs annually for safety and
appearance standards as set forth in Title V, Chapter 5.64 of the Oakland Municipal Code; and
 
WHEREAS, an individual, Mr. Baljit Singh, on behalf of Yellow Cab Company and affiliates,
has generously offered to donate a used Bend-Paki@Rl hicorporated Vehicle Lift, Model NoXL-9,
Serial No. 50043) to the OPD Taxi Detail; and
 
WHEREAS, Mr. Singh will also cover the expenses associated with the installation of the
Vehicle Lift at the Taxi Detail's new facility located at 372 Eighth Avenue; and
 
WHEREAS, the donation and installation of this device will provide a needed piece of
equipment for the Police Department's Vehicle Enforcement Unit Taxi Detail which is not
otherwise bud.-eted@ now, therefore be it
 
RESOLVED: That the City Council hereby authorizes the City Manager or Ns designee to
accept the donation and installation of a Bend.-Pakv Incorporated Vehicle Lift, valued at
approximately S3,500 for use by the Oakland Police Department's Taxi Detail; and be it
 
FURTHER RESOLVED: That the City Council of the City of Oakland thanks Mr. Singh and
the Yellow Cab Company for their generosity and support.
